Chief Compliance Officer

Responsible for completing review of citywide functions to ensure compliance with applicable Federal, State, and Local laws and regulations, and City of Denton policies, procedures, and contracts. This position is also responsible for ensuring risks are identified and minimized, resources are used economically and efficiently by assisting department directors in planning and preparing for initial and follow-up audits.ESSENTIAL FUNCTIONS

DUTIES
  • Collect, analyze, and evaluate policies, practices, and operational information to assess compliance with City policies, procedures, and contracts; and lead updates that advance the City of Denton's mission and core values.
  • Strengthen and modernize internal processes by refining protocols, policies, and templates in compliance with professional and industry standards.
  • Develop compliance review plans and methodologies, including but not limited to, creation of standardized internal control tools, templates, and educational material.
  • Lead compliance reviews to identify risks or non-compliance, determine root cause, and document findings.
  • Collaborate with internal stakeholders to create and manage effective action plans resulting from audits or compliance issues discoveries and/or compliance violations; ensure plans are compliant with applicable laws, internal policies, and terms, and influence best practice implementation Citywide.
  • Aid with the promotion and communication of the compliance program; work with internal and external stakeholders to resolve non-compliance with applicable laws, regulations, internal policies, processes, and directives.
  • Participate in the development and implementation of compliance training, including but is not limited to, creating an environment where employees are empowered and feel safe to raise compliance concerns, appropriate responds for individuals who raise concerns, and expectations on retaliation and the behaviors that may be perceived as retaliation.
  • Conduct training that follows developed education and training plans.
  • Monitor and assess contract compliance by the City of Denton and its vendors, service providers, and consultants.
  • Assist in the preparation of information, reports, analysis, and presentation for City management, City Council, committees, or internal or external auditors, as appropriate.
  • Perform both assigned and independent work; assist with department administrative duties.
  • Facilitate information flow and follow-up between internal and external stakeholders, as needed.

  • Master’s Degree from an accredited college or university in Ethics, Business Administration, Public Administration, Risk Management, Regulatory Compliance, or related field; and,
  • Five (5) years’ experience in regulatory compliance, risk management, or related field; and,
  • Three (3) years’ experience in management or supervisory capacity;
OR
  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

CONDITIONS OF EMPLOYMENT
  • Must pass a drug test, criminal history background check, employment history verification, and social security number verification.
SAFETY
  • Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs.
  • Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
  • Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to leadership.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS

  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Lifting and carrying (less than 15 pounds).
  • Environment: Works in an office setting; occasionally requires irregular and/or prolonged hours.
  • Travel: Travel to City of Denton buildings and professional meetings as required.
  • Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, holidays, and weekends, as needed. Must attend regularly scheduled and special meetings.
