Job Summary

The Senior Vice President- Workforce, Legal & Compliance serves as the organization's senior leader responsible for workforce strategy, employee relations, legal oversight, compliance, governance support, enterprise risk management, and organizational culture and design.

Reporting directly to the Chief Executive Officer, this position serves as a strategic advisor to the CEO, Executive Leadership Team, and Board of Directors on workforce matters, employment law, governance, compliance, investigations, organizational risk, and leadership development.

The SVP provides executive oversight of Human Resources, Compliance, Employee Relations, Talent Development, and Legal to ensure the organization maintains a high-performing workforce while proactively identifying and mitigating organizational risk. This role serves as a primary resource to the Board of Directors and Board Committees regarding workforce governance, executive succession planning, employment-related legal matters, compliance oversight, investigations, and organizational risk management.

Key Responsibilities

Workforce Strategy & Organizational Effectiveness

  • Develop and execute a comprehensive workforce strategy aligned with organizational priorities.
  • Lead succession planning and leadership development initiatives across the organization.
  • Advise executive leadership regarding workforce planning, retention, engagement, and organizational effectiveness.
  • Support change management and organizational transformation efforts.
  • Develop workforce metrics and accountability measures to support strategic objectives.

Human Resources Leadership

  • Provide executive oversight of all Human Resources functions including recruitment, onboarding, retention, compensation, benefits, performance management, employee relations, and talent development.
  • Ensure workforce policies and practices support organizational values and strategic priorities.
  • Oversee executive compensation analyses and workforce planning initiatives.
  • Promote a culture of accountability, engagement, teamwork, and continuous improvement.

Legal Affairs & Employment Law

  • Provide strategic oversight of legal affairs impacting workforce, governance, compliance, and organizational operations.
  • Supervise and support the General Counsel function.
  • Partner with legal counsel regarding employment law, labor relations, litigation management, investigations, contract matters, and regulatory compliance.
  • Advise executive leadership and the Board regarding legal risks and emerging regulatory developments.
  • Ensure legal resources are effectively aligned with organizational priorities.

Compliance & Enterprise Risk Management

  • Provide executive oversight of the Compliance Program and Compliance Officer.
  • Lead enterprise-wide efforts to identify, assess, and mitigate organizational risks.
  • Ensure compliance with applicable federal, state, healthcare, labor, and nonprofit regulations.
  • Support accreditation readiness, regulatory reviews, audits, and risk mitigation efforts.
  • Develop and maintain enterprise risk reporting processes for executive leadership and the Board.

Employee Relations & Investigations

  • Lead or oversee sensitive workplace investigations involving executive leadership, employee relations matters, misconduct allegations, discrimination claims, harassment concerns, and retaliation complaints.
  • Ensure consistent and legally sound employment practices.
  • Serve as a senior advisor regarding conflict resolution and workforce-related risk management.

Qualifications

Required

  • Juris Doctor (JD) from an accredited law school.
  • Minimum ten years of progressive leadership experience in human resources, employment law, healthcare administration, legal affairs, compliance, or organizational risk management.
  • Minimum five years of senior leadership experience.
  • Demonstrated expertise in employment law, workplace investigations, employee relations, compliance, governance, and risk management.
  • Experience supporting executive leadership teams and governing boards.

Preferred

  • Experience within behavioral health, community mental health, nonprofit healthcare, or regulated service environments.
  • SHRM-SCP, SPHR, CHC, or other relevant professional certifications.
  • Experience overseeing legal, compliance, and human resource functions simultaneously.
