The primary purpose of this position is to provide acquisition legal advice to all acquisition activities. Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force. 1. Exercise Supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
2. Represents AFMCLO/JAN with a variety of installation and functional area organizations.
3. Principle legal civilian counsel on major defense acquisition programs and source selections.
4. Principle legal civilian counsel in charge of preparation and presentation of Air Force legal position on bid protests before the General Accountability Office, under the guidance of the Division Chief.
5. Responsible for the timely completion of administrative duties as assigned by AFMCLO leadership. GENERAL REQUIREMENTS:
  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). You must provide a copy of your Law School Transcripts.
  • In addition, at the time of application, you must provide proof, dated within four months of application of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as the date obtained is shown and reflects that it is dated within four months of the application and it shows that you are in "active" status. A copy of the Bar Card is not acceptable proof of good standing.
AFI 51-101 General requirements for a NH-04 (GS-14/15) are set forth under paragraph A4.1. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Professional knowledge of federal statues and Executive Orders applicable to Government contracting; and the Department of Defense, Federal Acquisition Regulations, Air Force and AFMC regulations/instructions and supplements thereto, acquired through at least 10 years of professional legal experience in the area of Government contracting.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  5. Ability to effective communicate, both orally and in writing, to professionals and non-professionals alike.
  6. Must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
  7. Skill in negotiation techniques to protect the Government's position in major acquisition actions.
  8. Proficient in the techniques of legal research and familiarity with Government contracting and general legal resource materials used to perform legal research.
  9. Demonstrated skill in interpreting the law and applying it to specific factual situations in the performance of legal analysis and in the exercise of legal judgement

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
