Location Requirements

DCY’s core hours of operation are Mon-Fri from 8:00am to 5:00pm, however, daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7:00am & as late as 9:00am, based on supervisory approval. This position performs work on-site daily at DCY’s office space.

In this role, you will work at the intersection of policy, data, and human impact. Your work directly supports Ohio’s children, youth, and families across programs like maternal and infant wellness, early childhood development, early care and education, family stabilization, child welfare, foster care, kinship, adoption, and young adult supports.

What your days might look like

You’ll spend a significant amount of time developing strategies and shaping policies that must be both visionary and compliant with state and federal rules. Much of the job involves translating complex regulations into clear, actionable program direction.

  • Policy work can be fast paced, especially when you’re preparing amendments, developing new rules, or monitoring legislative changes. You may regularly draft analyses, briefs, or recommendations for leadership.
  • Data will be one of your most important tools. You’ll review evaluation findings, examine compliance indicators, and determine whether a policy or program is having its intended impact. When the data shows gaps or unintended consequences, you’ll work with teams to redesign or course correct.
  • You may attend JCARR hearings or meetings with other state agencies, which means being comfortable representing the department in public settings.
  • Collaboration is constant. On any given day, you could be partnering with fiscal, data, legal, training, IT systems, compliance, and federal counterparts. Managing competing priorities and communicating across disciplines is key.

What can be challenging

The work is often complex and sometimes ambiguous. Federal and state regulations shift, and you will need to interpret them quickly and accurately.

  • You’ll be responsible for balancing big picture strategy with administrative details, such as budgets, spending plans, procurement processes, and agreement oversight.
  • Because you supervise staff, you’ll also juggle coaching, workload balancing, performance management, and professional development—sometimes while navigating tight timelines.
  • Stakeholder environments can be sensitive. Many policies affect children, families, and frontline partners, so discussions may involve strong perspectives or concerns.

Preferred Qualifications

  • Experience in policy or program development, including interpreting, drafting, or implementing laws, rules, or regulations (e.g., involvement in rulemaking, legislative monitoring, JCARR).
  • Experience with project management, including planning, coordinating, executing, and tracking complex initiatives involving cross‑functional teams.
  • Experience with budget or fiscal management, including creating or managing budgets, monitoring spending, and ensuring alignment with program objectives.

Pay Information

Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years.
