Shape regulated gaming law in North Carolina. The North Carolina State Lottery Commission has an early-career opportunity for an ambitious, curious attorney ready to do consequential work – advising investigators, influencing enforcement strategy, and helping build one of the Southeast's most dynamic regulatory bodies.

North Carolina legalized sports wagering in 2023. What followed has been extraordinary: a brand-new regulatory framework, billions of dollars in legal wagers, and a legal landscape still being actively shaped. The attorneys building it are writing precedent, not following it. This role sits inside that story. You will be the legal voice inside an active enforcement and licensing division, working cases from intake to resolution and advising the investigators and compliance specialists who keep this industry honest.

The Position:

Under the direction of the Regulated Gaming Division's leadership team, this attorney provides day-to-day legal support across case review, enforcement, licensing, and rulemaking. You'll work closely with investigators, compliance specialists, and outside counsel – and you'll report directly to the Chief Regulatory Officer. This is not a role where legal work is siloed from the action. You'll be embedded in the regulatory process: reviewing evidence, developing enforcement theories, advising on licensing determinations, supporting compliance, and drafting the documents that define the agency's legal position.

Responsibilities:

  • Conduct legal review of license applications, investigative files, and consumer complaint matters
  • Advise investigators on case development strategy and next steps
  • Identify legal risks and recommend enforcement courses of action
  • Determine whether matters warrant informal resolution or escalation
  • Research gaming statutes, administrative law, and regulatory requirements
  • Draft and review policies, procedures, and regulatory guidance
  • Advise staff on statutory and rule interpretation in daily operations
  • Support rulemaking through drafting and legal review
  • Monitor legal developments in gaming and administrative law
  • Evaluate case files and provide recommendations for disciplinary proceedings
  • Draft administrative filings and notices of hearing
  • Contribute legal analysis to settlement negotiations
  • Coordinate with outside counsel on contested matters and litigation support
  • Advise on approvals, denials, and other licensing actions
  • Collaborate across Licensing, Compliance, and Enforcement teams
  • Prepare interpretive letters and agency guidance on legal positions
  • Assist with public records requests and confidentiality review


  • Provide legal support to lottery operations, as assigned.

Requirements:

  • Minimum of 3 years of legal experience, preferably in administrative law, regulatory compliance, licensing, investigations, or government practice.
  • Working knowledge of administrative law and regulatory licensing, compliance, and enforcement frameworks.
  • Ability to interpret and apply statutes, regulations, and legal precedents to fact patterns.
  • Strong analytical and problem-solving skills, with attention to detail and accuracy.
  • Ability to communicate legal concepts clearly and effectively to both legal and non-legal audiences.
  • Strong written communication skills, including the ability to draft clear and concise legal memoranda and summaries.
  • Ability to manage multiple assignments, meet deadlines, and adapt to evolving priorities.
  • Sound judgment and ability to handle sensitive and confidential information.
  • Ability to work both independently and collaboratively in a team-oriented environment.


Certifications and Licenses:

  • Juris-Doctor Degree from an accredited law school.
  • License to practice law in the State of North Carolina, or if licensed in another state, eligible to obtain licensure via comity from the NC State Bar within one (1) year of hire.
  • Valid Driver's License is preferred.


Hiring Range: $87,559 – 98,504 (depending on experience)

North Carolina residency required; this position may be eligible for partial telework.
