Job Description:

The Office of Public Counsel, a division of the Nebraska Legislature, is seeking applications for the position of Assistant Public Counsel. This unique position provides the opportunity to serve the public by holding government agencies accountable, impartially and independently solving problems, studying systems to understand how government can improve, and making recommendations for well-functioning state government systems.

Salary range: $72,053 - $81,049 annually

The Assistant Public Counsel/Ombudsman investigates complaints against administrative agencies, documents findings and recommendations, studies government systems, and responds to inquiries about state government. Additionally, the Assistant:
• Investigates complaints, issues, or inquiries about state government agencies, both independently and as part of an investigative team.
• Researches and analyzes laws, rules, and other public records.
• Conducts field investigations and personal interviews.
• Analyzes government program functions, documents, and activities.
• Identifies issues, specific problem areas, appropriate actions, resolution strategies, or recommendations.
• Prepares letters, memoranda, and reports regarding complaints.
• Prepares special reports, as assigned.
• Documents investigations and inquiries on office forms and records.
• Performs other duties as assigned.

This is a position that will work on cases from a wide variety of government agencies, with particular focus on the developmental disability and Medicaid systems and programs.

Qualifications, Skills, and Abilities
The preferred candidate will have a robust understanding and knowledge of the Nebraska’s developmental disability system and Medicaid system.


Requirements / Qualifications:
Minimum Qualifications:
• Bachelor’s degree.
• Two years of administrative experience, preferably with state government. A relevant graduate degree may substitute for two years of experience.
• Knowledge of investigative procedures and techniques.
• Knowledge of the structure and operation of federal, state, and local government and the Legislature.
• Knowledge of state statutes, regulatory provisions, and case law affecting the work of the office.
• Excellent oral and written communication skills.
• Excellent interpersonal skills with the ability to collaborate with senators, legislative staff, stakeholders, and the public.
• Ability to work independently, organize and manage work, and maintain confidentiality.


Preferred Qualifications: Graduate or law degree.


PHYSICAL REQUIREMENTS Prolonged periods of remaining in a stationary position and working on a computer. Ability to conduct visits to state facilities and related sites.
