About the Engagement

Camino Health Center is engaging an experienced compliance consultant to serve as Fractional Chief Compliance Officer, providing independent contractor (1099) compliance advisory services for approximately 20 hours per week. This engagement is structured around a defined scope of deliverables related to building, strengthening, and advising on the organization's compliance program in accordance with requirements applicable to Federally Qualified Health Centers (FQHCs). The contractor is engaged on a project and advisory basis, determines their own methods and work approach, and may concurrently serve other clients during the term of this engagement.

Scope of Deliverables

  • Design and deliver a comprehensive compliance program framework aligned with HHS OIG guidance and FQHC regulatory requirements
  • Produce periodic compliance risk assessments, audit findings, and corrective action recommendations for review by the CEO and other stakeholders
  • Advise on compliance obligations under Section 330 of the Public Health Service Act, HRSA requirements, UDS reporting, and FTCA deeming standards
  • Advise on HIPAA Privacy and Security Rule compliance, including guidance on breach response, risk assessments, and required notifications
  • Develop an annual compliance work plan and associated audit/monitoring tools for internal use
  • Develop compliance training materials and curricula for internal delivery to staff and providers
  • Review and provide compliance recommendations on contracts, BAAs, and vendor agreements
  • Deliver periodic written compliance reports summarizing findings and recommendations to organizational stakeholders

Qualifications

Required:

  • Bachelor's degree in Healthcare Administration, Public Health, Business Administration, or related field
  • Minimum 5 years of progressively responsible healthcare compliance experience, including 2+ years in a leadership/advisory compliance capacity
  • Active CHC certification, or ability to obtain within 12 months of engagement start
  • Comprehensive knowledge of FQHC regulations, HRSA requirements, Medicare/Medicaid rules, HIPAA/HITECH, the False Claims Act, and FTCA deeming requirements

Preferred:

  • Master's degree in Healthcare Administration, Public Health, Law, or related field
  • Prior experience providing fractional or consulting CCO/compliance director services to FQHCs or community health centers
  • Experience supporting HRSA site visits and federal compliance audits
  • CHPC or CPC certification

Contract Terms

  • Structure: Independent contractor engagement (1099)
  • Term: 12 months, renewable by mutual agreement
  • Hours: Approximately 20 hours/week, contractor-determined schedule
  • Fee: $185,000 total annual contract fee
  • Location: Hybrid
