This position is located in the Department of Homeland Security (DHS), Office of the General Counsel (OGC), Legal Counsel Division (LCD).
The primary purpose of this position is to serve as the Supervisory Attorney Advisor for Privacy and Information Law providing leadership on all aspects of information law, including litigation before the U.S. District Courts and Courts of Appeal.
Non-BU: This is a non-bargaining unit position. Applicants must be a graduate of a law school accredited by the American Bar Association. You must submit a copy of both your law school and college transcript with your application. Unofficial transcripts will be accepted. Official transcripts will be required if you are selected for the position.
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications; applicant's resumes and supporting documentation should only reflect education received from schools accredited by such institutions. You qualify for the GS-15 grade level if you possess one year of specialized experience equivalent to the GS-14 grade level in the federal government.
For this position, specialized experience includes experience in the Freedom of Information Act, Privacy Act, and E-Government Act, and in litigation relating to these laws. Applicants must have specialized experience in private industry, public service, or non-profit which provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position (*see duties section above).
LCD's work focuses on information law matters involving DHS and its components, both within the agency and other agencies across the government.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. As a Supervisory Attorney-Advisor (General), GS-0905-15, your typical work assignments may include:
- Supervising staff information law attorneys and managing high-volume workflow. Priorities frequently shift, requiring regular readjustment of assignments.
- Overseeing the conduct of civil litigation relating to information law matters involving DHS Headquarters offices, advising on litigation strategy, and helping identify potential litigation risks. With respect to matters in litigation, responsibilities include coordinating with attorneys within DHS and at the Department of Justice on all phases of the litigation, and providing the General Counsel, other senior DHS executives and attorneys, and Department of Justice attorneys with oral and written advice on issues relating to the litigation.
- Providing advice and assistance to the Privacy Officer and other DHS leadership and staff on all aspects of information law, including matters involving the Privacy Act of 1975, the E-Government Act of 2002, the Freedom of Information Act, and other laws governing the agency's collection, maintenance, safeguarding, and disclosure of information, including contributing to the formulation of DHS-wide policies on information disclosure and privacy issues.
- Performing detailed legal research, and drafting, reviewing, and editing thorough and well-reasoned legal briefs, pleadings, memoranda, and correspondence. Issues encountered will include issues in the areas of information law, as well as questions of constitutional, statutory, regulatory, and procedural law.
- Representing the Office of the General Counsel at conferences and meetings with representatives of other Executive Departments and agencies regarding information disclosure and privacy issues.
- Other tasks as necessary to carry out the mission of the Department of Homeland Security, Office of the General Counsel.
GS-15:
- The first professional law degree (LL.B. or JD) or the second professional law degree (LL.M.); AND
- Specialized professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position. The quality of the individual's background may be evidenced by the relatedness of his or her specialization.
