The City Attorney is an appointed officer of the city who, pursuant to State Statutes, including §62.09(12), conducts all the law business in which the city is interested, except as the Common Council may otherwise direct.
Salary Range: $126,769 - $161,967 (full range). The anticipated hiring range is $126,769 - $140,848; based on qualifications and experience. Offers above $140,848 require approval from the Personnel Committee and Common Council.Essential Duties and Responsibilities
- Perform duties of legal advisor, including providing legal opinions, legal memoranda, and advice to the Common Council, its Boards, Commissions and Committees, and to The Redevelopment Authority, the Housing Authority, the Mayor, city employees and city agents over a broad range of municipal issues;
- Draft development agreements, including TID incentivized agreements; complete real estate transactions including property transfer closings, easements, and other conveyances; review or draft ordinances and resolutions, referenda, contracts, bond issues and all legal documents in which the City has an interest;
- Represent the City in various legal proceedings before administrative agencies and courts;
- Act as prosecutor for city municipal ordinance prosecution, including cases removed to circuit court for jury trials, appeals or de novo review;
- Assist Code Enforcement Officer and Health Officer to secure special inspection warrants and court orders to gain code compliance;
- Attend Common Council meetings, and other committee/board meetings (including in the evening and on weekends) as needed; act as parliamentarian at governmental meetings under Robert’s Rules of Order;
- Participate as a member of staff development team and various City teams, as needed.
- Participate in Intergovernmental Cooperation Agreements with other jurisdictions, such as impartial hearing officer.
- Examine the tax assessment rolls and other tax proceedings and advise the proper City officers thereof;
- Be on call at all times for the Chief of Police, and Lieutenants of Menasha Police Department and the command officer of the Police department for emergencies; conduct training sessions at the request of the Menasha Police Department or in dealing with new areas of police activity;
- Member of the Emergency Operations Center, including PIO, as applicable;
- Act as Risk Manager, administer the City's insurance programs and claims against the City;
- Oversee four employees, including the City Clerk, Deputy City Clerk/Administrative Assistant, Human Resources Manager, Payroll Clerk/HR Administrative Assistant
