A J.D. degree from a school of law accredited by the American Bar Association (ABA).In addition to the education requirement, you must currently be a member in good standing of the bar of a State, a Territory of the United States, or the District of Columbia.

The candidate selected for this position will:
  • Advise PBGC officials and departments on complex regulatory, policy, operational, and compliance assistance matters.
  • Draft complex regulatory and legal documents, including proposed and final rules, policy statements, notices, technical updates, information collections, and regulatory agenda materials.
  • Review and respond to public comments, internal and external inquiries, and regulatory proposals from Executive Branch agencies, Congress, and other stakeholders.
  • Draft or prepare formal comments, or otherwise make expert recommendations with respect to legislation, regulations, precedents, policies, or guidance.
  • Ensure compliance with federal rulemaking requirements, Federal Register drafting standards, and applicable clearance processes
  • Support Regulatory Information Service Center (ROCIS) and Federal Docket Management System (FDMS) filings and submissions, Federal Register updates, disaster relief announcements, and regulatory reports.

As a Attorney Adviser in the Office of General Counsel (OGC), Program Law and Policy Department (PLPD) at the Pension Benefit Guaranty Corporation (PBGC), you will have to demonstrate the following:

GS-14:

Specialized Experience: Applicants must have at least one year of specialized experience at the GS-13 grade level in the Federal service or equivalent to the GS-13 grade level in the private sector providing legal advice and counsel on complex regulatory, administrative and statutory matters.

Examples include: interpreting and applying statutes and regulations; advising on complex legal and regulatory issues; drafting and reviewing regulatory and legal documents; responding to regulatory inquiries and proposals; and supporting federal rulemaking activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
