Senior Counsel - Policy & Special Litigation

The Missouri Attorney General's Office is seeking an accomplished and highly motivated attorney to serve as Senior Counsel, with a focus on policy development, high‑impact litigation, and strategic legal initiatives. This role offers a unique opportunity to influence significant legal matters affecting the State of Missouri and to support the Attorney General in fulfilling statutory responsibilities under Chapter 27, RSMo.

Senior Counsel will handle legally and politically significant issues, assist with statewide policy analysis, and drive litigation tied to the Office's strategic priorities. The positions can be flexible for work out of our Jefferson City, St. Louis, or Kansas City offices.

Key Responsibilities:

  • Provide high‑level legal analysis on issues arising under Chapter 27, RSMo, including matters related to the Attorney General's authority to represent the State, its agencies, and its officials.
  • Assist in fulfilling statutory obligations under § 27.060, RSMo (representation of the State's legal interests) and § 27.070, RSMo (initiation and prosecution of legal actions to protect the public interest).
  • Lead or support special litigation matters such as multistate lawsuits, constitutional challenges, consumer protection actions, and emergency filings implicating state sovereignty and state statutory authority.
  • Advise on statutory interpretation, administrative law issues, and constitutional matters frequently arising within Missouri government practice.
  • Support drafting and review of Attorney General opinions pursuant to § 27.040, RSMo, including analysis for statewide elected officials, agency heads, and legislative bodies.
  • Collaborate with divisions across the Office-such as Governmental Affairs, Public Safety, Civil Litigation, Consumer Protection, and Solicitor General-to address cross‑cutting or novel legal issues.
  • Monitor and evaluate Missouri legislative and regulatory developments, including bills before the General Assembly, to assess legal risk and statewide policy impact.
  • Engage with partner states, federal agencies, local governments, and Missouri stakeholders on high‑importance legal and regulatory matters.
  • Participate in urgent litigation response efforts, including injunctions, expedited appeals, special writ practice, and emergency motion work in Missouri courts and federal courts.
  • Provide mentorship and guidance to junior attorneys, contributing to the Office's tradition of excellence in public service.

Preferred Experience and Skills:

  1. Working knowledge of the breadth of the Attorney General's statutory responsibilities, including Missouri-specific practice areas such as government operations, administrative law, constitutional litigation, consumer protection, and criminal appellate matters.
  2. Experience in Missouri state government, public-sector practice, clerkships, or representation of government clients.
  3. Substantial litigation experience in Missouri state courts and federal courts; appellate experience strongly preferred.
  4. Proven ability to manage complex matters independently and exercise sound professional judgment.
  5. Exceptional legal writing skills and ability to provide clear, strategic analysis.
  6. Strong ability to work effectively in fast-paced, high-sensitivity legal environments.
  7. Demonstrated ability to collaborate with internal divisions and external partners on Missouri-focused legal issues.
